Our mission: to protect The Paso Robles Groundwater Basin

Our mission is to protect The Paso Robles Groundwater Basin basin and maintain our property rights through three fundemental values:
  • Strong Protection of Water Rights Through Existing Constitutional Law.
  • Protection of the Paso Robles Groundwater Basin through adjudication
  • Fair Effective Groundwater Management and NO water export

Our Mission

The Paso Robles Water Integrity Network -PR-WIN is dedicated to exposing the danger of the AB 2453 water district to the Paso Robles Groundwater Basin and educating the public how to protect their groundwater rights.

Our mission is to protect The Paso Robles Groundwater Basin basin and maintain our property rights through three fundemental values:

Strong Protection of Water Rights Through Existing Constitutional Law.

  • We believe that groundwater is not free as in “beer,” but “free” as in freedom. All overlying landowners DO own the water beneath their property as “Joint Tenants in Common.” Overlying property owners in the basin have the “freedom” guaranteed by the California Constitution to use groundwater for any reasonable and beneficial use as long as it does not harm the basin or their neighbors.
  • We stand for the strong protection of this basic but vital property right guaranteed in the California Constitution. In the Court under California Law one square foot of land has exactly the same overlying water rights as one square mile. We demand the equal protection of the water rights of all property owners in the basin no matter what size property they own
  • Where conflicting water rights exist, we believe that adjudication of water rights under California Law is the proper way to settle the issue, not by choosing winners and losers through political meddling and manipulation as was done in the recent Urgency Ordinance extension with the adoption of a 1 to 1 water offset program written by a special interest lobby group which exempted themselves from the program

Protection of the Paso Robles Groundwater Basin through Adjudication.

  • The long term health of the Paso Robles basin is the primary concern of the residents who live in the basin. Only an adjudicated basin managed under a GSA fully compliant with California Constitutional Law will place the basin under the protection of the court and preserve individual water rights.
  • Where extraction rates for local agricultural use cannot be sustained by the local geology of the basin, we support and encourage the formation of local opt-in irrigation districts as long as the objective is to protect the basin.
  • Where isolated local regulation may become necessary because of local over-extraction beyond what can be sustained by the local geology of that specific area of the basin, we support targeted local area solutions to ameliorate the damage.

Fair Effective Groundwater Management and NO water export

  • Under California Law, the water of the Paso Robles Groundwater Basin is reserved for the primary benefit of the property owners of the basin, and secondarily for the citizens of the cities of the basin. If there is surplus water, entities may sell water to the citizens of the cities of the basin. The Urgency Ordinance and 1 to 1 offsets indicate there is no surplus water for basin overliers.
  • Before ANY new water district is formed for ANY reason we want to see an effective ban on any and all water exportation from the basin. No loop holes for water banking, conjunctive use, in lieu recharge, etc.!
  • We support and encourage the formation of opt-in irrigation districts as long as the objective is to protect the basin, but will not allow the basin to be exploited for profit by either private of public institutions.
  • We support implementation of methods to better collect and retain runoff surface water which can contribute to the recharging of the groundwater basin. Under the aegis of the local AB3030 water district already in place we believe the county already has the means and ability to do this.
